Australia's approach to preventing domestic violence already includes education, respectful-relationships programs, perpetrator interventions and initiatives aimed at changing attitudes and behaviours.

These measures assume that we sufficiently understand the factors that cause or contribute to domestic violence to know where intervention should occur.

But continuing levels of violence raise a fundamental question: have we actually identified the underlying causes, or are there important social, cultural, economic, behavioural and other factors that remain insufficiently understood?

Answering that question matters because unless we correctly identify why violence occurs, even well-funded and well-intentioned programs may struggle to prevent it.
